Students who were unable to request a voucher within the required timeframe due to documented Mitigating Circumstances may submit a Voucher Request Deadline Appeal.
Appeals:
- Apply only to missed voucher request deadlines prior to voucher issuance
- Do not apply to issued, expired, forfeited, or used vouchers
- Are separate from voucher eligibility requirements
- Students must still meet voucher eligibility requirements. Refer to Appeal Eligibility Requirements.
Appeal Submission Timeline
Appeals must be submitted within sixty (60) calendar days of the Voucher Request Deadline.
Appeals must include:
- A written explanation of the mitigating circumstance
- Supporting documentation, when available
Incomplete or late submissions will be denied.
Appeal Eligibility Requirements
Submission of an appeal does not guarantee approval.
Appeals are evaluated based solely on documented Mitigating Circumstances and their impact on the student’s ability to meet the voucher request deadline.
If an appeal is approved:
- The student will be granted a one-time extension of the voucher request deadline
- The student must still meet all applicable voucher eligibility requirements outlined in:
Voucher eligibility will be verified through official Learning Management System (LMS) records, which serve as the final institutional record.
Definition of Mitigating Circumstances
Mitigating Circumstances are verified events outside the student’s control that caused a substantial and prolonged impact on the student’s ability to meet the voucher request deadline.
To qualify:
- Occurred during the 4-month eligibility period
- Materially impacted a significant portion of that period
- Exceed normal inconvenience or short-term disruption

- Medical documentation (recommended, if available; no sensitive details required)
- Death-related documentation may be requested

- Employer documentation or written explanation
